“Jalpaiguri is among the first districts in the country to have been chosen for implementation of Rastriya Sam Vikas Yojana (RSVY) by the Planning Commission. RSVY scheme has been designed with the objective of reducing the glaring inequalities and regional imbalances existing between different states of the country and inequalities within the states themselves. Inequalities and regional imbalances are among the reasons for the rise of subversive activities and for some members of the society turning against the mainstream due to disillusionment and frustration with the existing systems. In order to address these issues, the Jalpaiguri District Administration and the Jalpaiguri Zilla Parishad have taken up numerous schemes in the most backward regions within the district. Schemes cover all the major sectors of the development such as Agriculture, Social Forestry, Sericulture, Pisciculture, Animal Resources Development, Horticulture, Minor Irrigation, Rural Infrastructure, Health, Human Resources Development, Self-Help Groups, etc. Special programmes have also been taken up for the rehabilitation and mainstreaming of erstwhile subversive elements as well as for rehabilitation of the victims of militant activities. These two projects taken up under RSVY have been christened as “Nava Disha” and “Nava Jyoti” respectively. Apart from that, gaps in the infrastructure have been sought to be bridged. In this regard, projects have been taken up for drinking water facilities, sanitation, irrigation, storage and marketing, agriculture produce, etc. It is our fervent hope that with the successfully implementation of the various scheme under RSVY, the District Administration and the Jalpaiguri Zilla Parishad would have achieved the objective of providing succour to the most backward sections of the society and give a fillip to sustainable balanced growth and development. ”
