RASHTRIYA SAM VIKASH YOJANA is a Programme of Planning commission of India under its backward district initiative. RSVY scheme aims at focus development programmes for backward areas which should help reduce imbalance and speed up development. The identification of backwardness within Jalpaiguri District has been made on the basis of backwardness comprising of mainly 3 parameters like: i) Areas having High Incidence of Poverty ii) Areas having Low Growth and iii) Areas having condition of Poor Governance. It has also been seen that in this district there is a positive co-relation between the militant affected areas and backwardness. Accordingly the Planning Commission of India selected Jalpaiguri District for the Implementation of RSVY during the year 2003-04.

Prior to the sanctioning of the RSVY programme, the district of Jalpaiguri was asked to prepare a 3-year Master Plan based on SWOT analysis. For this a series of CCA exercise was taken up by the district with the help of a local NGO CDHI. Several workshops were held at the district level. Finally after intense discussions and interaction at various levels particularly with the Panchayats the district prepared the 3 year Master Plan. This Master Plan was submitted before the Planning Commission, GOI duly recommended by the State Government. The Planning Commission was kind to approve the district’s Master Plan in January’2003.

Selection of schemes under RSVY is therefore is guided by the Master Plan wherein the Annual Action Plan lay nested. On the basis of the allocations for each sectors the concerned line department prepares Project Profile of the selected schemes along with a base line survey of the scheme sites and the beneficiaries. It is mandatory that the selection of the scheme site and the beneficiaries are done and endorsed by the concerned Gram Panchayat and the Panchayat Samity. Schemes are placed before the District Magistrate on Project-to-Project basis and are finally sanctioned for execution through sanction order issued from District Magistrate’s end. The line department executes the schemes after forming a Beneficiary Committee or the Purchase Committee consisting of the local Panchayats and nominees of the Sabhadhipati, Jalpaiguri Zilla Parishad as the may be. No advances are given to the line departments. The bills against the expenditure towards the execution of the Project are submitted before the District Magistrate by the Line Department as reimbursement claim.
