MISSION NAVA DISHA PROGRAMME

RSVY is one of the very special projects, approved for the district, by the Planning Commission, Government of India. The project aims at addressing poverty issues in the selected backward districts of India by allocating special financial support with sufficient flexibility.

In the recent past the tranquil environment of North Bengal, especially the three districts of Jalpaiguri, Cooch Behar and Darjeeling experienced a spate of violent activities indulged in by the protagonists of violence joined in by a section of youths in the area.Although these youths are ready to contribute to the well being of their family and society, the circumstances let them to get withdrawn from the society and become Socially Alienated Persons (SAPs).This, inevitably, disturbed the social harmony and led further to reverse the smooth functioning of the institutions engaged in the governance and development of the region.

The situation warranted immediate intervention to reverse the situation. The pro-poor and pro-people government of West Bengal felt strongly about the situation and called upon them to return to the constructive path and offered to support them for their mainstream integration. Initial response was marked by hesitation and suspicion which was allayed effectively by counseling and persuasion by the local district administration including the police. Finally they agreed to join the mainstream.

Taking things as they emerge the district found the RSVY as an opportunity to offer a constructive forum to the -SAPs and stimulate them for creative initiatives. The district has played the facilitator’s role.  

The RSVY components are well within their envisaged scope to serve the requirements of the SAPs in the scheme of their rehabilitation. The sub-components further emphasize capacity building inputs so that the project initiatives create better absorbing capacity for a sustainable impact. The capacity building inputs have been well designed and fine tuned to meet their special requirements of firing imagination, creating sensitivity and arousing creativity.

During  the 3rd year of RSVY, District Administration has decided to continue the Mission Nava Disha Programme. The District level Implementation committee took decision  to meet the needs and priorities of the SAPs who are yet to be trained through the Navadisha Programme launched under RSVY. Accordingly the NGO, CDHI was entrusted to carry out the training programme of the SAPs. The 3rd phase training was inaugurated by Smt Vandana Yadav (IAS) District Magistrate , Jalpaiguri at the sports complex training hall. The  residential training continued for 15 days wherein they were imparted key knowledge inputs on various subjects and exposed to different hands on training  on various entrepreneurial  traits. the trainees were thereafter provided the necessary counseling on selecting their respective entrepreneurial interest. After successful completion they were handed over certificates by the Superintendent of Police Jalpaiguri. A total of 61 No. of SAPs  were imparted training under this phase of NAVA DISHA programme.
