MULTI-PURPOSE PROJECTS FOR SELF-HELP GROUPS

The RSVY Plan document for Jalpaiguri envisages HRD training for large number of Rural Youths and members of SHGs with a view to improve their skills and capacity for gainful self employment and income generation. However one of the major weaknesses in the areas of HRD training has been the absence of any forward linkage in the form of tie ups with financial institututions like NABARD or other commercial banks and the much needed capacity building inputs for a sustained impact of such training. Moreover large number of youths who had left the main stream during the so called “Kamtapur Movement” has now preferred to join the mainstream and walk towards constructive living. They have also desired to form SHGs among themselves to eke out a decent living. The RSVY is an opportunity to offer a constructive forum for these SAPs and stimulate them for creative initiative. The schemes under this sector have been designed to cater to the needs of these special; group of person in very special circumstances. The basic aim is to provide for assistance in the form of capacity building inputs through numerous rehabilitation packages. The schemes can be broadly be categorized as i) Individual based rehabilitation package, 2) Community based schemes for rehabilitation.



Funds have been released for multi-purpose activities related to ARD, Horticulture and Micro-enterprises. Training of farmers (71 nos.) along with handholding exercises are taking place. 270 acres of land have been identified for cultivation; the users include rehabilitated SAPs. This sector has so far rehabilitated 162 SAPs in micro-economic activities.
